He hates the neighbour!

Any help you can give me would be amazing.
My dog Jacob (heeler x kelpie) absolutely hates our neighbour. It started about six months ago, before then he had no problems with him. And when I say hates i mean he goes absolutely mental anytime our neighbour is around the house or even driving his car down the street. I honestly have no idea what has caused it.
We did get Jacob from a shelter and like most re-homed pets he was an anxious dog, but this improved vastly in about a years time. He has always been wary of men and we have taken him to obedience classes and a behaviouralist and we believe his attitude is much less agressive towards strange men and our male friends - but still not our male neighbour.
Calming collars help a little bit, but not enough, because our neighbour has told us he is fed up.
My partner works full time and I am out all day usually four days a week. He gets bones, lots of walking, another canine companion and he has lots of toys.
There is no other part of the yard in which we can keep him and we just don't know what to do to help him out.
I'm thinking a lot of doggie daycare is about my only option, but I am a uni student and even working two jobs I struggle.
Any ideas will be immensly helpful.

Hi Samantha, I'd try introducing J to your neighbour. Have him feed treats to J over several occasions. Food has to be special to dog. Also, repeat this next to n's car while off, then with engine running. Could you record sound of his engine then play it progressively louder over time. Play sounds & treat. Need to associate neighbour with good stuff. Hope this helps. -
